State Public Works Departments (roads and buildings), Public Health Engineering and water supply departments, Water Resources and irrigation, Rural Development and PMGSY rural roads, municipal corporations and development authorities publish on their state’s e-procurement portal. Central works departments and road agencies publish on CPPP, and public sector companies such as NBCC, NTPC, Coal India and IOCL publish on CPPP or their own portals.

State construction tenders are published on each state’s e-procurement portal, most of which run on NIC’s GePNIC system. Central works are on the Central Public Procurement Portal (CPPP), rural roads on the PMGSY portal, and public sector buyers use CPPP or their own portals. Through open e-tenders. The department publishes a notice; contractors who meet the eligibility submit a technical bid and a financial bid online with their digital signature; qualified bids are opened and the work usually goes to the lowest qualified bidder (L1), unless the notice sets another method.
The bill of quantities (BOQ) lists every item of work with its quantity and unit. Contractors quote their rates or a percentage above or below the estimate against it. In Luit, a won tender’s BOQ becomes the project’s BOQ.
