Government departments and public sector companies in India buy almost everything through e-tenders on official portals. This guide sets out which portal publishes what, how bidding works from registration to award, and the terms every notice uses, then shows how Luit AI searches the portals together.
The Central Public Procurement Portal (eprocure.gov.in) carries tenders from central ministries, departments and many central public sector enterprises.
Each state runs its own portal, most on NIC’s GePNIC system, such as assamtenders.gov.in, for state departments, boards and municipal bodies.
The Government e-Marketplace (gem.gov.in) is used to buy goods and services, through direct purchase, bids and reverse auctions among registered sellers.
The Defence e-procurement portal (defproc.gov.in) carries tenders from defence establishments and works agencies.

Enrol the company on the portal and register a Class 3 digital signature certificate for signing and encrypting bids.

Find the tender, then download the notice, bid document, BOQ and any corrigenda before the document download end date.

Upload the technical and financial covers, pay the EMD and tender fee as the notice asks, and submit before the bid submission end date.

Covers are opened online on the stated dates. The contract usually goes to the lowest qualified bidder (L1), and other bidders’ EMD is refunded.
